Quick Answer: the cheapest usable plan by brand
If you want to spend as little as possible and still get photos to your phone, buy a Spypoint Flex-M and run its free tier — 100 photos a month, forever, no card required. For a single hunting camera you'll check daily in-season, the best value paid plan is Tactacam at about $5/month on the annual tier, because that one plan covers every Tactacam camera on your account instead of charging per camera.
The honest ceiling: a busy cellular camera on a good trail will blow past 100 photos in a few days, so most serious users end up on a paid plan in the $5–$13/month range per camera. There is no such thing as a truly free cellular camera once it's working hard — cellular means data, and data has a cost. What changes brand to brand is how that cost is structured: flat-per-account (Tactacam) vs per-camera (Moultrie, Bushnell, Stealth Cam) vs a real free entry point (Spypoint).
Budget the plan before you fall in love with a camera. A $120 camera at $10/month costs $360 over two years; the plan, not the box, is the real expense.

Plan-by-plan: free tiers, per-camera vs per-account
Spypoint (Flex-M, Flex-S, Link-Micro-S) is the only major brand with a genuinely free plan — 100 photos/month at no cost. Paid Spypoint plans start around $10/month per camera and unlock more photos plus HD pulls. The catch is per-camera billing: three Spypoints means three plans.
Tactacam (Reveal X-PRO, Reveal Pro 3.0) starts near $5/month on the annual plan, and crucially the plan covers all the Tactacam cameras on your account — this is what makes Tactacam the cheapest setup once you run more than two or three cameras. Moultrie Mobile (Edge 2, Edge 2 Pro) starts at $9.99/month and bills per camera, but you're paying for the most reliable nationwide connection and onX map integration. Bushnell (CelluCORE 20 Solar) runs $9.99 and $14.99/month no-contract tiers, also per camera.
Stealth Cam (Deceptor MAX 2.0) lands around $10/month via Stealth Cam Command, configured per camera. Reconyx cellular cameras don't bundle a plan at all — you supply a carrier data plan, which is why they're a buy-it-once tool for people who already know exactly what they need.

The hidden 3-year cost trap
Here's the math nobody puts on the product page. Take a $160 Moultrie Edge 2 Pro at $9.99/month: over three years that's $160 + ($9.99 × 36) = roughly $520. The plan more than doubles your total spend. A $120 Edge 2 on the same plan still hits about $480 over three years. The camera is the down payment; the subscription is the loan.
This is the single biggest reason to be deliberate. If you're running five cameras, per-camera billing at $10 each is $600/year just in plans — which is exactly when Tactacam's flat per-account model (one ~$5–$13 plan covering all cameras) saves you hundreds, and exactly when a no-fee SD or WiFi camera for your near-home spots starts making sense.
Mix your fleet on purpose: cellular only where you genuinely need remote photos (back-40, public land, a stand you can't disturb), and free local-storage cameras everywhere you can walk up to the camera.

Is there a truly no-fee cellular cam? (and what "free data" really means)
No. Any camera that sends a photo over a cell network is moving data across Verizon, AT&T, or T-Mobile towers, and those carriers charge for it. "Lifetime free data" and "no monthly fee cellular" claims almost always mean one of three things: a free tier with a hard photo cap (Spypoint's 100/month), a heavily limited promo that funnels you to paid, or — most often — the listing is actually a WiFi/SD camera, not cellular at all.
The legitimate version of "no fee" is Spypoint's free 100-photo plan, and it's genuinely useful for low-traffic spots or testing cellular before you commit. Treat anything promising unlimited free cellular as marketing until you read the plan page.
If the words "no monthly fee" are why you're shopping, you likely want a WiFi or SD camera instead — see our no-monthly-fee guide. Those save to a card or push to your phone over local WiFi with zero recurring cost; the tradeoff is you have to be near the camera.

Which plan for 1 camera vs 5 cameras
One camera, check it casually: Spypoint Flex-M on the free 100-photo tier. Zero recurring cost, and you only upgrade if the trail is busy. One camera you live and die by in-season: Moultrie Edge 2 Pro at $9.99/month buys the most reliable nationwide connection and onX integration — worth it when a missed photo is a missed hunt.
Three-plus cameras: Tactacam is almost always the cheapest because one account plan covers them all. Five Tactacams on a single ~$13/month plan is dramatically cheaper than five separate $10/month per-camera plans on any other brand.
Remote, sun-exposed sites you hate driving to: pair a solar cellular camera (Spypoint Flex-S or Bushnell CelluCORE 20 Solar) with the plan that fits your fleet, so power and data both run hands-off for a season.
